CELP is Washington's only water "watchdog." We take action through government oversight, research, education, and litigation to leave a legacy of clean, flowing water in Washington's rivers and streams for use and enjoyment by all. Current Stories CELP RALLIES FORTH!!
Following a year of self-study and strategic planning, CELP has re-affirmed the importance of its traditional work as Washington’s independent advocate for rivers and aquifers. CELP’s first Executive Director, Rachael Paschal Osborn, has returned to CELP to oversee our transition and strengthen CELP’s statewide presence. We will fortify our efforts to ensure that water use is metered and that instream flow rules truly protect rivers. We will continue to assist local groups in their water advocacy efforts. We’ll maintain our status in the lawsuit challenging the Municipal Water Law (HB 1338) and use our litigation expertise to keep protecting Washington’s waters.
This spring we are moving from our current office in Seattle, and will open two new offices in Olympia (asap) and Spokane (in May). We’ll continue to sponsor quarterly “water brownbags” in the Seattle area – look for our announcement for the next one (to be held in June).
New members have joined CELP’s board, including Anne Johnson and Spokane physician and civic activist John Osborn. New talent will join CELP’s board in March.
We need YOUR support to keep CELP a strong and active instream flow advocate throughout Washington. CELP is commencing a fundraising drive on March 1st – look for our letter in the mail and please renew your membership and consider an extra gift to help us with transition! Washington’s rivers and aquifers need you!
While these changes are occurring, CELP’s program work will continue with Rachael Osborn and senior attorney Shirley Nixon, along with assistance from a small army of generous volunteers and pro-bono attorneys.

Washington State: Can a river run through it? Washington State is known for its scenic beauty, rich agriculture, and thriving industries. Our state's rivers and streams are the lifeblood of our cities, farms, fish and wildlife. They quench our thirst, grow our food, run our machines, and beautify our surroundings. But for rivers to flow, water must be in them. In many places, water is overused, taken illegally, or wasted. Low river flows and depleted aquifers endanger fish and wildlife, threaten our health, and slow Washington's economic growth. We can overcome threats to our rivers by bringing balance, accountability, sustainability, and efficiency to Washington's management of our most precious resource: water.
