Rachael Paschal Osborn is a public interest water lawyer and has provided representation to Indian tribes, environmental organizations, labor unions, and small communities since 1992.     


Rachael served as co-founder and executive director of the Center for Environmental Law & Policy (1993-1999), and co-founder and board member of Washington Water Trust (1997-2001), two organizations dedicated to the protection and restoration of free-flowing waters in Washington state.


Rachael is a dedicated educator and has taught scores of water law and policy courses over the years -- in law schools, conferences, seminars, workshops and classrooms -- and has written extensively on water resources and environmental issues. She currently teaches courses in environmental law and water law at Gonzaga Law School in Spokane.



Seth Ballhorn


A native of the intermountain west, Seth received a BA in Political Ecology from Beloit College.  After working as an environmental organizer in Seattle, Seth attended the Daniel J. Evans School of Public Affairs and received a Masters of Public Administration in 2008.  His graduate research focused on permit exempt wells in the Snohomish Basin


Most recently, Seth worked for Environmental Defense Action fund on Federal climate and energy legislation, and has been an active volunteer on several political campaigns in Seattle and King County. 


In his spare time, Seth enjoys fly-fishing, mountaineering, and biking.  He is very happy to be helping out CELP in this legislative session.

Arielle Anderson has worked with social justice organizations ranging from migrant farmworker advocacy to bridging the technology gap in low-income communities.  It’s difficult, if not impossible, to stratify social, economic and environmental justice, and Arielle found they all interconnect.  CELP is the first Environmental non-profit that Arielle has worked for directly and she anticipates coming away with a solid understanding of Washington water law.  Arielle hopes to better understand how modern environmental laws and common law facilitate the management and protection of resources such as water, while simultaneously attempting to protect the integrity of unique and complex ecosystems.


Arielle graduated from John F. Kennedy School of Law in Berkeley, CA in May of 2009.  She received her Bachelor of Science in Political Science at Boise State University.  Having grown up in both southern Idaho and eastern Washington, Arielle’s appreciation for the outdoors is innate, as is the respect associated with being a steward of the planet.  After passing the bar, Arielle hopes to begin her journey as a legal advocate for the environment. 



Shallan Dawson  A native to the Inland Northwest, Shallan Dawson has been working primarily on river and water protection since graduating from the University of Idaho in 1999. Her experience on water conservation issues include work for the Idaho Department of Environmental Quality, the Spokane County Conservation District, and the Spokane River Campaign of the Spokane-based non-profit law firm the Center for Justice. 


Shallan spends her spare time with family and friends or out biking, skiing, or working in the garden.  She also volunteers for several organizations, including Spokane’s Main Market Co-op, serving on the Executive Committee of the Upper Columbia River Group of the Sierra Club, and as the co-founder and development associate for the non-profit family law firm The Gaia House.
